The development of weak, medium, and major geomagnetic storms was investigated by examining the power generated by a solar wind-magnetosphere dynamo and geomagnetic indices AE and /Dst/. The growth of the main phase increase is primarily determined by the peak value of the solar wind-magnetosphere energy coupling function (epsilon); the time variations of the AE index are very similar to those of the epsilon function. However, the AE index does not grow proportionately with epsilon; above the value of 10 to the 20th erg/s, the growth of the AE index levels off. It was concluded that intense substorm activity during a geomagnetic storm cannot be interpreted as a successive conversion of energy accumulated during a very early epoch of the storm.
