Galaxies and galaxy clusters may represent the most recent stages of a self-similar process of inhomogeneous hierarchical clustering extending back to the 'pregalactic' era with z ranging from approximately 20 to 1000. One consequence of this hypothesis is gravitational heating and partial ionization, which smears out the standard last scattering surface after recombination. More significantly, hot inhomogeneous radiating matter imprints a characteristic spectrum of angleand frequency-dependent temperature fluctuations which always dominates the classical effects of unheated matter at small theta angles. Different emission mechanisms leave distinctive signatures in the contours of these fluctuations: fluctuations induced by free-free emission, molecular rotational transitions, and thermal radiation from dust are all different, and may all be detected with present techniques even at redshifts of z of 100 or greater, in spite of contamination by 'local' discrete sources at z of 5 or greater.
