In multiscale systems of spacecraft trajectory control, direct measurements of radio signal parameters (i.e., phase or time lag) are nonuniquely related to the controlled coordinates of spacecraft motion parameters (e.g., range, directing cosines, etc.). Thus, in order to determine accurate orbital elements using a multiscale system it is necessary to preprocess the data to obtain unique estimates of the navigation functions. This paper describes a procedure which can be used to obtain Bayes-optimal estimates of state vectors of coordinate naviation functions from nonunique measurements.
