The author describes a new type of nonrotating liquid mirror based on GRIN (gradient index) optics. The mirror consists of a container at rest having a thin layer of mercury covered with a transparent liquid in which one has introduced a radial dependence of the index of refraction. This system can focus light like a mirror. The author considers a simple radial index dependence and some of the mechanisms that could be used to set up the index gradient. If working systems can be built, this type of mirror should have essentially no size limit and may be used to build optical telescopes having truly gigantic dimensions (hundreds of meters in diameter).
