Regular observations of interplanetary scintillation at 327 MHz have been started with a new three-station system. This paper is a preliminary report of the observations. The distribution of the solar wind velocity in heliographic latitude and longitude on the solar surface in March-June 1982 has been derived. In the Northern Hemisphere, the polar high-speed region with a uniformly high (800 km/s) speed at all latitudes above 45 degrees, such as that observed in 1974-1976, was not yet developed in early 1982.
