It is shown that the ionizing radiation from solar flares leads to pulsed heating of the ionosphere primarily at high latitudes as the result of Joule-heat release from flare-disturbed Sq-currents. The flare radiation is a catalyst for the relase of energy stored in the ionospheric currents. Observed geomagnetic-field oscillations arise due to the interaction of acoustic oscillations of the disturbed ionosphere with the geomagnetic field.
