A simple invariant form for the representation of photoelectron fluxes is proposed which makes it possible to obtain an explicit relationship between the photoelectron fluxes, the neutral-atmosphere parameters, the thermal-electron density, and the extraatmospheric integral solar flux below 66.1 nm. It is shown that a linear relationship exists between photoelectron fluxes at an energy of 14.3 eV and the ion-production rate constant for N2(+) ions under solar radiation at wavelengths below 66.1 nm. This relationship is manifestated in both theoretical models and measurements of photoelectron spectra.
