An exact solution is obtained for the equations describing the electromagnetic field in a layer with Hall conductivity. The normal-mode spectrum is obtained along with the vertical electric-field distribution. It is shown that the phase velocity of the principal mode decreases with frequency; this velocity ranges from several km/s to several dozen km/s for waves with periods ranging from several dozen seconds to several minutes. It is shown that the solution obtained can be used to assess the accuracy of approximate methods for calculating the effects of gyrotropic waves in the lower ionosphere.
