An analysis is presented of the quasi-steady structure of the small-scale stratification of the ionospheric plasma in a region where a high-power ordinary radio wave is reflected. The stratification is associated with the scattering of the incident wave by extended inhomogeneities into natural oscillations of the magnetized plasma (the z-mode) and the subsequent propagation of excited waves into the plasma-resonance region, where they are effectively focused by the inhomogeneities and rapidly dissipated.
