We propose that the chances of measuring D/H reliably are greatly enhanced by targeting selected damped Ly-alpha systems of low metallicity; this strategy circumvents many of the uncertainties which affect previous attempts at measuring D/H. In particular, with our method it will be possible to detect D absorption in many Lyman series lines and the chance of contamination by interloper H clouds is reduced by a factor of > 150. A 21-hour exposure with STIS---requiring a 31 orbit allocation---will allow us the measure D/H to better than 30 percent.
