A hypothesis, based on experimental data, is put forth concerning the mechanism for the formation of pulsating auroral spots, connected with quasi-periodic ELF and VLF (chorus) emissions. A model is developed which quantitatively explains the main characteristics of such spots by the theory of the proton cyclotron maser. The model takes into account the finite dimensions of the region of pulsating precipitations and the role of resonance particles in the development of cyclotron instability in the cold-plasma filament.
