The paper examines the redistribution of moisture between the world ocean and glacial covers, which changes the components of the earth inertia tensor and probably explains the interannual changes of earth rotation rates and the secular motion of the poles. Irregularities in earth rotation are measured by astronomical methods and may be utilized as the integral characteristics of moisture redistribution on earth. The interannual changes of the earth rotation rate quantitatively characterize the mass increment in the world ocean, and the secular motion of the poles indicates the area of moisture exchange.
