Recent results indicating the existence of a 17 keV neutrino can be explained within the context of the singlet majoron model. The authors consider the minimal such model, in which only one right-handed neutrino is included. Neutrinoless double beta decay limits are evaded naturally if this fourth neutrino is not too heavy. Cosmological problems are avoided by the annihilation of the 17 keV neutrinos into majorons. The absence of any astrophysical signal from the radiative decays of these neutrinos further constrains the model. Possible signatures of this model include a peak or shoulder in the background photons at 8.5 keV, the appearance of either neutrinoless double beta decay or a kink in beta decay spectra, and a tau neutrino signal from future supernovae that is delayed by a few days.
