An analysis of Intercosmos-19 data reveals a region of plasma instability at the boundary of the plasmasphere where broadband ELF and VLF emissions of a quasi-electrostatic character were observed. Calculations indicate that this instability has a threshold character with respect to the plasma density. It is pointed out that the results of analytical calculations of the permittivity of the inhomogeneous magnetoplasma performed here for a given distribution of particles in phase space can be used to analyze the effect of the inhomogeneity in the instability parameter.
