The interrelation between flare solar cosmic ray fluxes and the parameters of microwave bursts is analyzed. The correlation between the protons and electron fluxes and the radio emission is significantly enhanced if the frequency of the spectral maximum of the burst and its effective duration are included in the radio index along with the maximum intensity. It is shown that the relationship between the solar cosmic ray proton fluxes with the effective burst duration is stronger then for the electron fluxes. This is explained by the difference in the dynamics of accelerated electrons and protons in flare arches of different sizes. The conditions for the escape of accelerated protons and electrons into interplanetary space are examined. The combination of results obtained may be used for diagnostics of the total number of high-energy protons in the flare arch and the conditions for their escape into interplanetary space from the flare radio emission in the miscrowave and meter-decameter ranges.
