A two-dimensional model is used to calculate variations of the particle pitch-angle distribution function in a plasma drifting in crossed fields with allowance for possible pitch-angle diffusion. It is shown that, during a preliminary auroral substorm phase in the presence of electric fields of the order of 1 mV/m in the magnetosphere at L less than 8, the pitch-angle distribution (quasi-isotropic outside the loss cone) corresponds to the weak regime of pitch-angle diffusion.
