A functional method is used to obtain a kinetic equation describing the
propagation of cosmic rays in a large-scale magnetic field. A transition
to the diffusion approximation is carried out, and it is shown that the
particle-diffusion process is described by a telegraph equation in the
case of intense scattering by small-scale magnetic-field irregularities.
