A statistical analysis is used to estimate the upper energy level for flare-accelerated particles, which does not exceed 500 MeV for the majority of proton events. In intense events recorded in the stratosphere and with neutron monitors, this limit, as a rule, is of the order of several GeV. Proton events with maximum particle energy are observed at the growth and decline phase of solar activity, not at the cycle maximum.
