The nonlinear equations describing the generation of artificial irregularities in the E-region of the high-latitude ionosphere due to Joule electron heating under the action of high-power radio waves are derived, including the low-frequency nonlinearities, and investigated in the three-wave approximation. Expressions for the stationary spectra of the short wavelength two-stream and long wavelength gradient-drift and current-convective irregularities are presented. The typical saturation amplitudes of the density fluctuations are obtained.
