It is shown that the main mechanism of the energy transfer of precipitating electrons (after magnetosheath plasma injection into the cusp) to background plasma in the daytime cusp is turbulent Joule dissipation of the ionospheric electron return current. The agreement between the proposed theory and DE-2 satellite observations is examined for the example of ion-acoustic turbulence. The quasi-steady electron-temperature profile above the F-region in the polar cusp is analyzed.
