The relationship between the phase velocity V(ph) of 1-m wavelength two-stream irregularities and the ambient ion acoustic speed Cs in the auroral electrojet plasma was investigated using simultaneous coherent and incoherent scatter measurements from a typical VHF auroral backscatter. The results of the analysis indicate that, on the average, the V(ph)s are limited to values which are about 15 percent higher than Cs values, in agreement with the Robinson-Honary (1990) nonlinear kinetic model of two-stream instability. However, there is evidence that, at times, a mechanism other than the anomalous electron gas heating is involved which drives the V(ph) values well above Cs values.
