For periods of low solar activity we consider the regular electric field both inside (the internal field) and outside (the external field) of the region where the interplanetary magnetic field retains its quasi dipole character. The possible effects of these electric fields beyond the termination shock on the galactic cosmic rays and pick-up ions are discussed.
