We deal with the splitting of the 3D cosmic ray transport equation into
the set of two equations, the first one, 2D, describing the density
averaged over the longitude, and the second one, 3D, describing the
longitude variance of the density. The features of both equations and
different ways for solving that for the variance are considered.
