This paper presents a model in which a supermassive black hole surrounded by a superstrong magnetic field of up to ~c^4G^-1.5M^-1=2x10^10M^-19 G appears as a result of the evolution of galactic nuclei (M_9=M/10^9 M_solar). In this model, an electric induction field can accelerate particles with positive and negative charges Z up to an energy of ~ec^2G^-0.5Z~=10^18Z GeV. Comparison with observational data is discussed.
