The global effects are presented of a simple mechanism by which the momentum of oncoming solar wind or magnetosheath flow is transferred to the dense ion clouds produced during the early phases of the AMPTE lithium and barium releases. This process is suggested by the properties of the quasi-steady boundary layer structure that forms locally between the bulk of the release ions and the oncoming proton flow in the one-dimensional hybrid simulations of Chapman and Schwartz (1987) allowing momentum transfer to take place between the two populations. This boundary layer is modeled here by a simple planar moving membrane (a snowplow) which absorbs momentum from the oncoming protons, transferring it to the release ions which it encounters. This ion population is gathered up by the snowplow fields as they propagate into the ion cloud, so that ultimately the bulk of the ions becomes associated with the snowplow.
