It is shown that the degeneration of the angular spectrum of auroral
irregularities under the effect of turbulent diffusion can lead to the
appearance of a particular type of discrete radio echo having large
Doppler shift. It is suggested that this mechanism is capable of
producing type IV auroral scattering in the polar electrojet.
