The reasons for inadequacy of satellite-borne conventional ionization calorimeters in investigating primary cosmic rays (PCR) with energies of 1015 - 1016eV are examined. Possible ways of overcoming existing limitations are discussed. A version of a light-weight instrument with an angular aperture of 4π, which allows one to investigate PCR in the above energy range is considered.
