This paper presents a quasi-linear derivation of the correlation between
the fluctuations in the magnetic field and the phase space density,
δBδf , applicable to an infinitely conducting, moving
plasma; that is, the derivation includes the effect of the electric
field, E = -V /c × B, where V is the plasma velocity.
