In the present paper, data on the spatial distribution of ELF electromagnetic radiation, obtained at ionospheric heights by the Intercosmos 5 satellite are analyzed. The analysis indicates that the major portion of the measured radiation is generated at heights between 300 and 400 km. An attempt is made to substantiate this finding theoretically.
