A theoretical study is presented of the acceleration of charged particles near singular magnetic field lines in pulsed electric fields; the study has reference to the generation of cosmic rays during the decay of current sheets in solar flares. In general, the source spectra are exponential and the formation of power spectra is possible in nonstationary magnetic fields. The stage of the most intense acceleration of particles corresponds to the explosive phase of solar flares.
