We found that electromagnetic fields of magnetodipole radiation can penetrate to the conducting matter of the neutron star's crust and create there the electric currents and tangential magnetic field of high magnitude. The obtained solution has the form of surface of magnetic field discontinuous slowly propagating through the crust to the core. This model explains the phenomena of Anomalous X-ray pulsars and Magnetars.
