Custer observations are used to examine the substorm association of the recently discovered near-tail traveling compression regions (TCRs). Using the Cluster data and various measures of substorm activity we present case studies and correlation and superposed epoch analyses that show strong connections between the onset and progression of substorms and the occurrence frequency and properties of near-tail TCRs. The peak in TCR occurrence frequency at Cluster is early in the expansion phase of substorms and declines through the recovery phase. We conclude with a discussion of the impact of these and related recent results for the reconnection based models of substorm dynamics.
