The theory of the parametric excitation of Alfven waves in the ionospheric resonator is examined; the ionospheric resonator model was introduced by Poliakov, 1976. It is shown that such excitation cannot occur without a 10-percent modulation of density in the lower ionosphere; this modulation is possible in the case of energetic-particle precipitation from the radiation belts. The electron bounce frequencies are about 1 Hz; and optimal particle energies are about 10 keV.
