The potential well involved in type I radio bursts is found to be a three-dimensional soliton of an ordinary wave. The maximum energy density at which such a soliton can still exist is estimated. It is shown that clusters consisting of a large number of these solitons may be formed by a plasma instability in the corona. It is noted that this phenomenon can explain the basic properties of type I radio bursts, including their pulsed nature, narrowband characteristics, polarization, and emission direction.
