Results are reported for satellite observations of a double structure at low altitudes in the outer electron radiation belt which lasted about 6 to 8 days and was quite distinct at energies in excess of 3.2 MeV. The appearance of this structure during both small and large geomagnetic storms is described using simultaneous measurements by ATS 5 and magnetograms from polar stations. The structure observed during the large storm is shown to indicate injection and acceleration of high-energy electrons in the outer radiation belt. It is suggested that this phenomenon is associated with a parasitic loss mechanism for relativistic electrons in the outer zone wherein the particles undergo pitch-angle scattering by resonant interaction with Doppler-shifted ion-cyclotron waves.
