Upper limits to the fraction of antiprotons in cosmic radiation have
been estimated from the observed charge ratio of muons at sea-level.
Using these values, it is shown that constraints can be set on the
extragalactic hypothesis of the observed antiprotons in the framework of
energy-dependent confinement of cosmic rays in the galaxy.
