From the observed solar neutrino flux, it is shown that annual, 11-year, and quasi-biennial variation (nonstationary) of solar neutrino flux exist. It is pointed out that the appearance of quasi-biennial variation is due to the interaction of the solar core with the solar surface layers. This interaction occurs just before the sunspot maximum, and it decays before the sunspot minimum. During the interaction, a large amount of He-3 is mixed periodically in the core so that the rate of reaction He-3 + He-4 - Be-7 + gamma varies periodically; thus, quasi-biennial variation in the solar neutrino flux occurs during the solar activity cycle.
