We have shown that the test of μ-e universality in the π --> eve/π --> μvμ branching ratio, the measurement of solar neutrino fluxes and neutrino oscillations can be used to determine the mixing angles of three massive Dirac neutrinos. If neutrinos v1 and v2 of the first two lepton generations are light and that of the third generation, v3, is in the range of 0.5 to 5 MeV/c2, solutions to all the mixing angles exist that agree with the constraints ofthe current data. However, v3 essentially decouples from v1 and v2 if it is in the MeV/c2 range.
