A theoretical analysis is presented of the excitation and trapping of short-wave plasma oscillations in small-scale inhomogeneities, which play an important role in experiments involving the high-power radio-frequency heating of the ionosphere. Particular consideration is given to the development of resonance instability. It is shown that nonlinear effects associated with the influence of small-scale inhomogeneities on Z-mode propagation are significant only in the case of sufficiently high negative perturbations of density, when nonlinear corrections to the wave equation are greater than dispersive ones.
