The mechanism of type III solar radio emission is investigated theoretically. It is proposed that if the wavelength of the source-point ion wave turbulence (enhanced by heat flux or current-driven instabilities) is much greater than the electron Debye length, then the growth of the electromagnetic radiation can be explained by the induced-bremsstrahlung-instability theory of Nambu and Shukla (1979). The growth rate of the type III emission is estimated at 0.0037 times the plasma frequency. This explanation, which does not involve electron plasma waves, is found to be consistent with the recent observations of Lin et al. (1981).
