All the flare-not-associated Forbush decreases (NAFDs) during 1957-1979 are investigated. The close correlation between NAFD occurrence and the central meridian passage of strong active regions producting large flare-associated FDs is shown to confirm the flare origin of NAFDs. Interplanetary perturbations at the eastern and western boundaries of the modulated region are found to be long-lived (not less than 2 solar rotations) corotating structures. These structures appear to coincide with the boundaries of the region in which 1-4-MeV protons accelerated by interplanetary flare-generated shocks are confined.
