Post-storm cosmic ray increases observed recently by (1961a) have been studied following a Chree analysis for the neutron intensity data of fourteen selected stations for the I.G.Y. period. These increases are shown to be the general feature of all geomagnetic storms specially those followed by a long quiet-period. They may have their origin in the outer radiation belt. The local acceleration mechanism in the outer radiation belt has been developed which correlates these increases with the recent satellite observations of the outer radiation belt during a geomagnetic storm.
