It is proposed that light neutrinos form a triplet in a global SU(3) flavor
symmetry. Within this framework, a symmetry principle predicts sin^2
theta_{23}=0.5 and gives the so called inverted neutrino mass hierarchy, theta
_{13}=0 and a small deviation from pi/4 for theta_{12}.
