We prove that linear optical elements such as phase shifters and beam splitters alone, cannot be used to simultaneously generate arbitrary single-qubit gates on a pair of qubits realized as single-photon optical modes, and at the same time prevent coupling to the subspace of states of two photons per mode. This constitutes a no-go theorem for photon bunching suppression via all-unitary linear optics.
