We derive a phase-entanglement criterion for two bosonic modes which is immune to total occupation number fluctuations. This also provides an operational definition of relative phasemeasurements, via analysis of phase measurement in interferometry. We show that the new entanglement measure is directly proportional to the enhanced phase-measurement sensitivity in an entangled state. As an example, we calculate the phase-entanglement of the ground state of a two-well, coupled Bose-Einstein condensate, in an ensemble of different total numbers.
