The Hamiltonian of relativistic particles with electric and magnetic dipole
moments that interact with an electromagnetic field is determined in the
Foldy-Wouthuysen representation. Transition to the semiclassical approximation
is carried out. The quantum-mechanical and semiclassical equations of spin
motion are derived.
