Exponential lepton flavor mass-ratio phenomenology with an extreme value problem for the neutrinos predicts small Quasi-Degenerate (QD) neutrino masses, m =(0.14-0.30)eV at 99% CL, and small solar-atmospheric oscillation hierarchy parameter, compatible with neutrino mass and oscillation data. An attempt is made to discover the physical meaning of the exponential exp5 which emerges as an empirical parameter in that description. Accurate relations between the data value of the fine structure constant and integer 5 are observed starting with a bare value exp(-5). This value as a physical constant unifies dimensionless low energy gauge and Higgs-scalar coupling constants of the lepton electroweak-theory-sector and QD-neutrino mass ratios in conformity with duality and hierarchy rules in the discussed phenomenology of lepton flavor physics.
