We consider the background free quantum gravity formulated as conformal gravity with Riegert-Wess-Zumino action in the ultraviolet limit. We construct the nilpotent BRST operator imposing diffeomorphism invariance and analyze physical fields and states on the R x S^3 background employed in practice. With attention to the presence of background charges, various significant properties such as the state-operator correspondence and the norm structure are clarified with some examples. Physical implications to inflationary cosmology are also discussed.
