We speculate that quantum phenomena may be caused by the interactions between
the particles and a fluid filling the universe which may be called aether or
tao. Following the same method of Nelson's stochastic mechanics, we show that
the Schr\"{o}dinger equation can be derived from Newton's second law based on a
hypothesis about the random force exerted on particles.
