In peripheral kinematics of high energy ion collisions we consider in frames of QED production of spin-1 bound state of the quark-anti-quark system. Cross section of production of a single vector meson and two different ones are presented. The explicit dependence on off-mass shell of the intermediate vector meson are obtained within a quark model. Effect of rggeization of the intermediate vector meson state in case of production of two vector mesons is taken into account. An application to the relevant LHC experiments with peripheral heavy ion collisions is discussed.
